Climate Resilience
Preparing Larkspur for the challenges ahead — not just reacting to them. Larkspur's natural beauty is one of its greatest assets, and it's also one of our greatest responsibilities. Aaron knows that safety and climate resilience are inseparable: flooding along Corte Madera Creek, wildfire risk in our canyon neighborhoods, and the long-term health of our wetlands and open spaces are not distant threats — they are present realities that demand honest planning.

As Councilmember, Aaron will:

• Pursue state and federal infrastructure grants to fund flood protection and wildfire defense

• Accelerate home hardening initiatives and modernize evacuation routes

• Prioritize vegetation management to reduce local wildfire risk scores

• Protect Larkspur's creeks, wetlands, and open spaces for future generations

• Work with regional partners and the Insurance Commissioner to lower fire insurance premiums for residents

Aaron is a California Climate Fellow with the Center for Community Investment and has led community-driven climate resilience initiatives at Canal Alliance for seven years.
 
Safe Streets
 Every resident deserves to move through Larkspur safely — on foot, by bike, or by stroller. Aaron bikes to work every day.  As the dad of a two-year-old, he knows Larkspur's streets from the seat of a bicycle and from behind a stroller. Safe streets are not an abstract policy priority for him — they are personal. A child biking to school, a mom pushing a stroller, and an older neighbor out for a walk should all be able to get where they're going without fear.

As Councilmember, Aaron will:

• Invest in traffic calming measures and pedestrian infrastructure throughout Larkspur

• Create safer routes to school for children and families

• Improve conditions for cyclists and pedestrians of all ages and abilities

• Continue to build awareness of e-bike laws and improve safety for both riders and pedestrians on shared paths

• Ensure street safety investments keep pace with new housing development

• Engage residents early in the design of street safety projects — not after decisions are already made

 
Housing
Meeting Larkspur's housing responsibilities thoughtfully, without losing what makes our community special. Larkspur is at a turning point. State housing mandates require real change, and Aaron believes the question is not whether we plan for growth — but how. He will act as a bridge between housing stability and sensible local planning, rejecting both extreme developer interests and reflexive NIMBYism.

As Councilmember, Aaron will:

• Increase the supply of housing through environmentally sensitive, transit-oriented infill development

• Explore alternative housing models — including ADUs and adaptive reuse of commercial space — that work for tenants and single-family households alike

• Ensure housing growth is paired with investments in flood mitigation, transportation, and emergency response

• Protect existing tenants from displacement through balanced, comprehensive anti-displacement policy

• Support small, local housing providers with streamlined compliance processes and technical assistance

• Center the voices of local workers, young families, and seniors — those most at risk of being priced out

Aaron brings hands-on experience with housing policy through his work at Canal Alliance and his service on the Board of Directors of Call Marin Home (formerly the Marin Environmental Housing Collaborative).
 
Small Business
The shops that line our streets are the heart of Larkspur. Aaron will fight to keep them here. Larkspur's locally owned businesses are more than places to shop — they are community anchors that generate local revenue, create jobs, and give our city its character. Aaron's wife is working to launch her own business while they raise their young family. He understands firsthand what it takes for small businesses to get off the ground and stay afloat.

As Councilmember, Aaron will:

• Create a local business environment where mom-and-pop shops can compete and thrive

• Streamline city permitting and reduce administrative barriers for small business owners

• Partner with county and regional economic development agencies to support local entrepreneurs

• Ensure that new development and growth supports — rather than displaces — the businesses that define Larkspur's commercial character

• Make small business health a standing consideration in land-use and budget decisions

 
Responsive City Services
When residents need help, Larkspur must be ready. Reliable city services — especially emergency response — are a foundation of community safety and trust. As Larkspur grows, the City's services must grow with it. Aaron believes that infrastructure and capacity must keep pace with development, and that no resident should ever wonder whether help will arrive in time.

As Councilmember, Aaron will:

• Advocate for strong, adequately staffed emergency services with the resources and coordination to respond effectively

• Expand support for the Central Marin Fire Department and regional emergency coordination

• Ensure new housing development is sequenced with — not ahead of — the infrastructure and services it requires

• Maintain open communication between City Hall and residents about service levels, response times, and planned improvements

• Approach city services as a partnership: listening to what residents need and holding the City accountable for delivering it

 
Fiscal Accountability & Transparency
Larkspur's finances should be open, understandable, and managed with discipline. Residents deserve to know how their tax dollars are being spent — and to trust that the City is making thoughtful trade-offs on their behalf. Aaron believes fiscal responsibility is not a constraint on good government; it is a requirement of it. The choices ahead — on infrastructure, climate adaptation, housing, and services — are consequential, and they must be made transparently and within our means.

• Champion open, readable budgeting that residents can understand and engage with

• Ensure spending decisions reflect clearly identified community priorities — not backroom deals

• Pursue state, regional, and federal grant funding aggressively to reduce the burden on local taxpayers

• Approach major capital investments — including City Hall renovation — with rigorous analysis of lifecycle costs, realistic alternatives, and full public input

• Hold the line on fiscal discipline while planning honestly for the investments Larkspur needs
